CALL FOR PARTICIPATION IN INFORMATION SESSIONS FOR REGISTRATION OF PROJECT IDEAS FOR RENEWABLE ENERGY COMMUNITIES (ZOE)

The project “Decarbonization of the energy sector in Bosnia and Herzegovina (BiH)” (hereinafter “DecES”) is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the Ministry for Economic Cooperation and Development (BMZ) of the Federal Republic of Germany. In cooperation with the Ministry of Foreign Trade and Economic Relations of BiH (MVTEO), DecES helps BiH in its efforts to make energy supply more sustainable and fulfill its obligations under the Energy Community Treaty (EnCT), as well as other international obligations in the field of energy and climate. In order to improve and strengthen the framework conditions for the decarbonization of the energy sector with a focus on the promotion of energy efficiency and renewable energy, DecES is focused on the promotion of renewable energy through energy community projects.


In accordance with this goal, DecES publishes an invitation to participate in information sessions where the planned public call for application of project ideas for communities of renewable energy sources (ZOE) will be presented. The call will be open to local self-government units, public companies, non-governmental organizations, small and medium-sized companies and individuals.


The Community of Renewable Energy is a legal entity established with the aim of using renewable energy sources for the production of electricity primarily to meet the energy needs of community members. At the same time, ZOE members can be natural or legal persons, public companies and institutions, including local self-government units. A small and medium-sized enterprise can be a member of ZOE, provided that the production of electricity from renewable sources is not its core activity.


After submitting applications to the public call, the holders of four project ideas will be contacted and invited to a discussion about the project proposal. The conversation will result in the selection of two project ideas.


Holders of project ideas will receive support for the development of business plans in the form of technical assistance, which includes capacity building, training and the hiring of experts for the preparation of documents. The business plan will serve the holders of the project idea to define the direction of development of the idea and provide financial resources for the realization of the project.


The basic criteria for the selection of the ZOE project are: (1) the goal of the project complies with the requirements of the EU RED II directive, which refers to the use of renewable energy sources for the production of electricity to meet the energy needs of ZOE members, (2) the project has clear environmental, economic and social benefits for members of ZOE and society, (3) the project is based on the open and voluntary participation of its members, (4) the residence of members of ZOE is in the municipality where the project is carried out or in the municipality whose territory borders the territory of the municipality where the project is carried out and (5) ZOE produces, uses, stores, sells, exchanges electricity from renewable sources in facilities owned by ZOE.
