FMRSP: According to the Law on Uniform Principles and the Framework of Material Support for Persons with Disabilities, monthly allowances increase to a maximum of 700.90 KM

The Federal Ministry of Labor and Social Policy announced that on the agenda of today’s session of the House of Representatives of the Parliament of the Federation of BiH is the Draft Law on Uniform Principles and the Framework of Material Support for Persons with Disabilities, which was established by the FBiH Government at the proposal of this Ministry.

They point out that this is a law that systematically regulates the issue of material support for persons with disabilities, and that in the preparation of the law, the Ministry had special cooperation with the Council of Persons with Disabilities of FBiH.

The current Law on the Basics of Social Protection, Protection of Civil War Victims and Protection of Families with Children, as they note, has been amended seven times, and four completely new laws have been drafted, including this one, which regulates issues of protection of persons with disabilities.

– The aim of the Act is for persons with disabilities to fully realize their rights, to participate equally in all areas of social life, such as social protection, health, education, freedom of choice, sports, recreation and employment – emphasized the Federal Minister of Labor and Social Policy Vesko Drljača.

In this way, notes Minister Drljača, the long-standing injustice towards disabled people is partially corrected, because their benefits have not been increased for a long time, especially in relation to the groups of disabled military veterans and civilian victims of war.

Also, for the first time, the Institute for Medical Expertise of Health issued the Rulebook on the criteria and procedure of medical expertize of health and the Uniform List of Disabilities for all persons with disabilities, regardless of the condition of the occurrence of the disability, in accordance with the List of the World Health Organization. These two documents are the basis for health status evaluations for all applicants according to the provisions of this law.

The Ministry states that the basis for calculating monetary benefits is tied to 80 percent of the lowest labor price in FBiH, which is 596 KM, so the basis is 476.80 KM. It is aligned with the growth of the lowest labor price. The amount of personal disability allowance for the first category (100 percent physical damage) is 40 percent of the base and will be 190.72 KM, and for the second category (90 percent physical damage) the compensation is 30 percent of the base, that is, 143.04 KM.

The monthly allowance – allowance for care and assistance of the first category of persons who cannot meet their basic needs independently amounts to 100 percent of the basic amount. For the second category of persons who can partially fulfill their basic needs, the compensation is 50 percent of the basic amount. The fee for the orthopedic supplement is seven percent of the base amount and amounts to 33.38 KM per month.

In total, the proposed maximum amount of monthly cash compensation for persons with disabilities is 700.90 KM, while until now this compensation was 403 KM, the Federal Ministry of Labor and Social Policy announced.
